I want to have a sound volume control avalible when I'm in a PPT
show for both audios (WAV's) and videos (AVI's, MPEG's). I can not embend
the audios and or videos with the presentation they are all linked to the
file. Does anyone know how to adjust the sound volume while running a PPT
for each sounds or video?

Sorry I should have been more clear, the problem that I have is I'm
going to be giving this presentation to other computers (People) that will
not have the intelligence to install such an add-in. Can I do it without
the add-on, or some how embed the add-on in to the PPT so a different
computer opening it will share the benefits.

No, PowerPoint will play it at the volume it was captured at. System volume
can be adjusted locally to taste, but that is at the system level and not
controllable at the slide level.
