i know you can use a custom symbol as a bullet in a bullet list
including a standard gif file. Is there a way to use an animated gif
as a bullet in a powerpoint list?

Jim,
It should work, using Format, bullets and numbering, picture button, click
import, browse to you animated gif, click add, select the thumbnail and click
OK.

Animations only happen in slide show view, including animated GIF bullets.
Have you viewed the presentation in slide show view?

If so, and it still doesn't work, try inserting the GIF onto a slide using
Insert, Picture, From File. Does it then animate in slide show mode?

What version of PPT are you using?
